C'mon, give Olly a break. Drums might be the most abrasive noise when decompressing from touring.

duuude...i saw you slappin them brushes at the vic so quit stompin pods. truly gents- just bite the bullet and confirm the summerfest dates so all us chicago mezzers can take a day off work and whip up on some dairyland style picadilly. better yet- play chicago too. navy pier skyline stage is quite the summer venue!

That's what you get for living in billyburg with all the cheeseball hipsters.
C'mon Olly, give that person a chance to practice. It's not possible to practice without noise and mistakes. Maybe you can ask the person to practice only certain times of the day, and perhaps you can give some advice about technique. Do you know a teacher to help the drummer? Give him/her a signed t-shirt: he/she will be glad to make an agreement...
